All Navy logistics and acquisition professionals, Mike Skratulia (President), Bruce Watkins (Vice President), and Walt Melton (Managing Director) make up MAC’s Board of Directors. Based out of Fairfax, VA, Harrisburg, PA, and Richmond, VA respectively, MAC’s directors oversee nation-wide government and private sector contracts. With more than sixty managers, employees, instructors and subject matter experts, they strive to maintain core values of professionalism, integrity, conscientiousness, and flexibility to match the demanding requirements of MAC’s extensive clientele.

Michael Skratulia, President

Michael Skratulia, PresidentMichael Skratulia consults in the Continuous Process Improvement and Supply Chain management fields in both the government and private sector. He has over 30+ years of experience with a variety of DoD and private sector clients.

During his twenty-six year career in the U.S. Navy, Mike served in a wide variety of Contracting, Logistics, Supply Chain, Program Management, and Strategy leadership positions. Three operational logistics tours aboard ships and submarines culminated in his assignment as Assistant Chief of Staff for Logistics responsible for the logistics support for 20 submarines, two submarine tenders, two dry docks, and a Submarine Base.

Ashore, Mike was the Deputy Acquisition Reform Executive for the Department of the Navy’s Acquisition Enterprise. He was a principal adviser for Total Ownership Costs and Cost As an Independent Variable (CAIV) policy. His other leadership position included deputy department head where he provided daily logistics, contracting, and business management guidance in support of 12 aircraft programs. There he was responsible for over $1.9 billion in annual contract awards for all Program Executive Office (Air ASW, Assault and Special Mission) Programs.

Currently Mike is president of MAC Consulting Services headquartered in Fairfax, VA with offices in Pennsylvania, Florida, California, and Colorado. He has worked for several clients in government, academia, and the private sector. He and his team have successfully performed a wide variety of successful projects in the areas of Continuous Process Improvement (Lean and Six Sigma), Performance Based Logistics (PBL), Reduction of Total Ownership Costs, Earned Value Management, Integrated Logistics Assessments, Navy Enterprise Resource Planning, Navy Acquisition Intern and CPI studies, and Homeland Defense and Security outreach and training.

Mike received a Bachelors in Business Administration (Cum Laude) from National University and Masters in Business Administration (Finance) from San Diego State University. He also attended the Executive Development Program at the University of Virginia-Darden School of Business. Mike is DAWIA Level III qualified in Contracting and a member of the Acquisition Professional Corps.

Bruce Watkins, Vice President

Bruce Watkins Bruce Watkins has more than 30 years experience in both the commercial and federal marketplace in the areas of continuous process improvement, program and supply chain management, lean six sigma, and distribution center operations. A gifted communicator, Bruce is superbly skilled at identifying non-value-added processes within organizations and providing practical problem-solving solutions.

During his career in the U.S. Navy, Bruce served in a variety of challenging logistics positions. His operational assignments included duty aboard four ships, including LPD, DD, AFS, and CG platforms. In addition to serving as Supply Officer Department Head on a Spruance-class destroyer and Belknap-class cruiser, Bruce served three years as the logistics coordinator for U.S. Sixth Fleet Operations, routinely responsible for the logistics resupply of two carrier battle groups.

Bruce’s other leadership positions include Director of Logistics for WorldWide Automotive, a division of Delco Remy America, Director of Distribution for G.T.S.I., a provider of technology products, professional services, and IT infrastructure solutions to Federal, state, and local governments, and Materials Manager for Ashworth Bros., Inc., a manufacturer of stainless steel conveyor belts.

More recently, Bruce currently leads the consulting team that supports the Continuous Process Improvement deployment for the Naval Supply Systems Command.

Bruce received his B.A. in political science from the University of Mississippi and his M.B.A. in Management from LaSalle University. He is a DON/ASQ Certified Lean Six Sigma Black Belt.

Walt Melton, Managing Director

Walt Meton Walt Melton consults in areas of Contracting, Acquisition, Supply Chain, Financial, Program, and Strategy. He has over twenty-eight years experience successfully building, overhauling and leading a broad spectrum of business enterprises. Walt has been entrusted with multi-billion dollar accountability, identifying opportunities in the most complex and challenging business environments, forging optimal solution sets, crafting solid partnership collaboration, and delivering optimal success.

During his twenty-seven year career in the US Navy, Walt served in a wide variety of logistics positions. Three operational logistics tours aboard ships culminated in his assignments as Supply Officer onboard the USS Kitty Hawk, forward deployed in Yokosuka, Japan. As senior logistician, he was responsible for inventory control (52,000 line items, valued at $363 Million), supply support, food service, retail operations, and payroll for a crew of over 5000. Ashore, Walt was the Commander of Defense Contract Management Agency, International, an Executive Director level position responsible for the Agency’s International operations, employing over 500 personnel in six major offices and over 20 subsidiary offices worldwide. His responsibilities included administration of over 14,000 contracts valued in excess of $13 Billion, and serving as the senior representative to Department of State, Foreign Ministries of Defense, and U.S. Embassies.

As Director of Aviation Supplier Operations at Defense Logistics Agency, Defense Supply Center Richmond, he was the principal authoritative adviser to the installation Commander on all acquisition strategies, Strategic Supplier Alliances, Performance Based Logistics support, and business development opportunities. His responsibilities included procurement, oversight, policy, planning, procurement integrity, item management, and technical/quality, managing 890,000 aviation supply chain parts valued in excess of $4 Billion.

Most recently, Walt leads a consulting team managing the full spectrum of support for Naval Postgraduate School’s Center of Homeland Defense and Security. His responsibilities include financial, contracting, personnel, and logistics oversight to deliver Masters level education and Mobile education to State Cabinets and large Urban governments.

Walt received a Bachelors in Business Administration from East Tennessee State University and a Masters in Contracting and Acquisition Management from Naval Postgraduate School. He is a graduate of Kellogg School of Management, North Western University, Advanced Executive Program. Walt is DAWIA Level III qualified in Contracting, Business, Cost Estimation, and Finance. He was also certified as a Certified Professional Contracts Manager.

Vincent (Vinny) Doherty

Director of Program Outreach
NPS Center for Homeland Defense and Security

Mr. Doherty represents the Center (CHDS) at various conferences, workshops and personal venues across the nation seeking out qualified candidates for the CHDS Advanced Master Degree Program. His recruits include senior leaders within local state, federal and tribal agencies. Mr. Doherty also conducts lectures and panel presentations on numerous programs available through CHDS.

 

Cynthia (Cyn) Duncan

Logistics Coordinator
NPS Center for Homeland Defense and Security

Ms. Duncan provides logistical support for the Mobile Education Team (MET) Program with the Center for Homeland Defense and Security (CHDS). She works alongside CHDS Directors and Program Managers to coordinate MET Homeland Security Seminars for Governors, Mayors and other senior elected officials around the nation.

 

Elizabeth (Beth) Gautane

Administrative Specialist

Mrs. Gautane manages travel expense reconciliations and invoices while following standard operating procedures in line with each government and private sector contract. She also provides business travel support and coordination to MAC employees by implementing lowest cost and time efficiency initiatives.

 

Mary Lonergan

Program Manager – Logistics & Procurement

Ms. Lonergan manages an online system for procurement and logistics for the Center for Homeland Defense and Security at the Naval Postgraduate School by providing asset and budgetary strategies to assure compliance with the Federal Acquisition Regulations and Navy regulations, increase efficiencies and improve accuracy.

 

Andrea Melton

Program Manager
NPS Center for Homeland Defense and Security

Ms. Melton manages all MAC employee subcontracts for the Naval Postgraduate School Center for Homeland Defense and Security. In serving as a direct liaison to Subject Matter Experts, faculty and other staff, Ms. Melton implements continuous process improvement to draft new employee contracts, establish contractual guidelines and provide timely reimbursements, all while strengthening employee satisfaction. Ms. Melton also tracks monthly expenditures by labor, travel and other direct costs to the contract and provides CHDS with a comprehensive monthly progress report of instructional programs.

 

Kelly Millward

Functional Analyst
Office of the Assistant Secretary of the Navy (Research, Development and Acquisition)

Ms. Millward supports DASN (M&B) and Secretariat staff actions by performing duties in response to the full spectrum of responsibilities, initiatives, projects, tasks, and activities of the enterprise. As a LSS Green Belt, she provides guidance and assistance with ASN (RD&A) CPI projects.

 

Bonnie Parnell

Contracts Manager

Mrs. Parnell stretches her expertise to many divisions of MAC’s operations. She oversees payroll and accounting, manages contract support, and handles various administrative and human resources functions within MAC’s contractual agreements. Mrs. Parnell also serves as Mr. Skratulia’s executive assistant and provides back office support to MAC Headquarters.

 

Morgan Terronez

Logistics Coordinator

Ms. Terronez provides logistical support for the Mobile Education Team (MET) Program with the Center for Homeland Defense and Security (CHDS). She works alongside CHDS Directors and Program Managers to coordinate MET Homeland Security Seminars for Governors, Mayors and other senior elected officials around the nation.
